The Australian government's treasury minister Wayne Swan has rejected calls for a large boost to permanent migration. But he flagged a likely spike in temporary skilled migration in the next four years as a result of measures in the budget making it easier for businesses to use foreign labour.
Writing in his regular economic report released at the beginning of May 2011, Swan pledged his upcoming budget would forecast the creation within two years of 500,000 new jobs and bring unemployment rate down to 4.5%. Although many employers and some unions have urged the Government to increase Australian permanent immigration target in the budget to help meet skills shortages from the mining boom and retiring baby boomers, Mr Swan said the Government would focus on enticing more Australians into work through training, welfare and tax measures.
He stated that short-term skills shortages in those areas would be met mostly through a boost to temporary immigration. "I don't see the need for a dramatic increase in permanent skilled immigration," Mr Swan said, "I think what we have to do in the first instance is train Australians."
The Government cut annual permanent migration during the global financial crisis, fearing unemployment would soar. Mr Swan would not rule out some increase to permanent migration, but said there would be greater opportunities for short-term migration targeted to areas of need. There are no limits to the number of temporary skilled migrants entering Australia, but employers who sponsor them must show there are no Australians who can perform the work.
Australian Industry Group chief executive Heather Ridout said that filling 500,000 vacancies would be a challenge. She also repeated calls for immigration to be increased to the levels before for an emphasis on skills in the federal budget. Other business leaders say the government would both need to increase the Australian immigration and persuade nationals who were not working to enter the workforce.
