December 13, 2011, Australia and Solomon Islands officially signed the Memorandum of Understanding (MOU) on Solomon Islands' participation in Australia's Pacific Seasonal Worker Pilot Scheme.
The Australia's Pacific Seasonal Worker Pilot will provide more workers from participating countries the opportunity to work in the horticulture industry which lacks seasonal labour. Under the pilot scheme, 2,500 Australian visas will be granted. With this visa, the Solomon Islands workers:
- are able work in Australia for four to six months;
- are permitted multiple travel to Australia during this period;
- may return to work in future years, if they comply with visa conditions;
- are limited to working for Approved Employers;
- must maintain Australian private health insurance during their stay;
- are not permitted to apply for another Australian visa while living in Australia;
- need to pay for their own living expenses, other incidentals and part of their international and domestic travel;
- are not be able to bring dependants or families to Australia with them.
Australia's Parliamentary Secretary of Pacific Islands Affairs, Richard Marles revealed that 750 foreign workers have participated in the pilot scheme. Australia also plans to expand the pilot scheme in future.
Speaking during a press conference after the MOU signing, the secretary expressed his pleasure at the Solomon Island's quick response to Australia's invitation.
"We are very pleased that Solomon Islands have responded quickly to Australia's invitation to participate in the Pacific Seasonal Worker Pilot Scheme," indicated Mr. Marles.
According to the secretary, expansion of the pilot scheme plays a key role in strengthening regional integration especially in labour mobility and remittances. This strong integration will help enhance the economic future of Pacific island countries.
In terms of relationship between Solomon Islands and Australia, the signature of MOU will formally allow Solomon Islanders to join in the scheme. Australia government now can suggest growers in the country hire workers from the Solomon Islands. In return, the Solomon Islands government will be responsible in establishing robust systems in place to guarantee the worker's quality.
Ending the press conference, Mr. Marles also stated "We look forward to working with the Solomon Islands Government to implement the arrangements outlined in this MOU and hopefully we will see workers recruited from the Solomon Islands arriving in Australia in coming months".
