Canadian municipalities claim that the government's support for new immigrants in language training and employment assistance ignored the basic needs of people coming to Canada.
According to the Federation of Canadian Municipalities (FCM), the government should consider supporting new Canadian immigrants by providing affordable housing and public transportation. Many new migrants to Canada depend heavily on assisted housing and the public transport service in the years after their arrival.
Mr. Berry Vrbanovic, a city councillor in Kitchener cum president of the FCM said, "The reality is that municipalities are the first line of support with respect to dealing with new immigrant issues". He also suggested that it was of great importance to enhance stronger partnership between the federal government and the municipalities especially in terms of these services' delivery.
However, following the FCM report announced on September 13, 2011, the federal's strategies that aimed at assisting new citizens to adapt to life in Canada ignored the role of cities.
The FCM advised the federal and provincial governments to extend these settlement services. The data of FCM shows that it will take five to ten years for most immigrants to fully integrate and settle down in Canada.
The recent FCM report also reveals that new immigrants are left behind their Canadian counterparts. It tells that new immigrants today must take longer time to catch up than past generations of immigrants.
In conclusion, FCM said that the integration of government would be only successful if the existing problems were solved. Otherwise, the situation would become more difficult to handle.
FCM estimated that the government should take the $500 million annually to invest in new affordable housing initiatives when federal housing agreements expire.
In respond to the report and figures given out, Ms. Candice Malcolm spokesperson for Immigration Minister Jason Kenney showed that the federal Conservative government had tripled settlement funding since 2005, from $200-million a year to $600-million. The government also planned to shift settlement resources to cities and towns where Canadian immigration is increasing. In addition, Ms. Malcolm confirmed the role of municipalities as key partners through a series of local agreements on immigration.
