Citizenship, Immigration and Multiculturalism Minister Jason Kenney has announced proposed changes to the assessment of language skills (French or English) of new Canadian citizens.
Under the changes, adults aged between 18 and 54 applying for Canadian citizenship will be required to provide objective evidence of their language ability.
According to Minister Kenney, "The ability to communicate effectively in either French or English is the key to the success of new citizens in Canada".
"This change will encourage applicants to ensure that they can speak English or French when they apply for citizenship, thereby improving the integrity and effectiveness of the citizenship program for Canada and for new Canadians alike."
The proposed change will not increase the language level required, as stated in the Citizenship Act, but will change the way that citizenship applicants prove their language ability.
Applicants would be able to demonstrate their language ability by providing evidence, such as:
- the results of a third party test;
- evidence of completion of secondary or post-secondary education in English or French; or
- evidence of achieving Canadian Language Benchmark/Niveaux de Competence Linguistique Canadiens (CLB/NCLC) 4 in certain government funded language training programs.
Currently, Citizenship and Immigration Canada (CIC) assesses an applicant's language ability from their interaction with its staff, including the possibility of an interview with a citizenship judge. The current process is considered to be unnecessarily lengthy and subjective.
The proposed new rule would be more objective and provide citizenship judges with sound evidence upon which to assess the applicant's language ability. Applications without evidence of language ability would also be returned.
CIC also proposes to clarify that both speaking and listening skills will be assessed and that the level of proficiency required will align with (CLB/NCLC) 4 which represents basic fluency.
