By offering programs that assist new immigrants, smaller communities can encourage highly trained immigrants to come there. Especially, the attitude of local people in small communities is also very important in making this transition more smoothly.
"Municipalities that receive significant numbers of immigrants could do more to welcome newcomers and help them integrate and form social networks by sending them a welcome letter and information about municipal services such as libraries, public transit, housing and so on," Tossutti added.
