Asylum seekers in Canada who agree to return home will be bought airline tickets and given up to C$2,000 each according to new Canadian immigration policy planned to take effect in June next year.
The new policy named "Balanced Refugee Reform Act", which will have refugee cases decided in a year, contains an Assisted Voluntary Returns (AVR) program to give financial incentive to failed claimants to leave Canada and reintegrate them in their home country.
Under the new proposal, failed asylum seekers can then use C$2,000 for a range of purposes such as education, training, work or business pursuits, giving them a chance to get the qualifications required to then apply for a for visa to Canada.
Some lawyers and immigration workers in Canada expressed their agreement with the initiative, saying that it would help Canadian taxpayers save a lot of money by reducing costs of tracking failed asylum seekers trying to avoid deportation.
"It costs millions of dollars to track, monitor and remove failed claimants who may go underground and not leave", lawyer Richard Kurland said.
To be eligible for the program, refugees must have no criminal record, have made an asylum claim under the new system and have abided by all reporting requirements. The program will initially be available for claimants returning to specified countries and is expected to be available to claimant returning to all countries in 2013-2014.
According to officials of Public Safety Ministry, the right to apply to return to Canada will be available to those leaving voluntarily. Vice versa, those who abuse the program can be imposed with a temporary ban on returning to Canada or may have to reimburse the Canada Border Services Agency for assistance received.
