According to co-president of the newly formed Coalition for Quebec's Future, Francois Legault, Quebec should improve services to help new immigrants learn French and find jobs in the province.
Legault's Coalition for Quebec's Future, a group that could soon become a new provincial political party, tabled its last of four packages of proposals on August 29, 2011.
Mr. Legault proposed that Quebec needed to make some major changes to its immigration policies. It is also suggested that the province should temporarily limit the number of immigrants until it has enough resources to teach new Canadian migrants French language properly.
With an aim to double the resources available for Canadian immigrants when they arrive in Quebec, Mr. Legault suggested limiting the number of immigrants accepted to 45,000 per year, over two years. The province could gradually increase the number of accepted immigrants to 50,000 per year after the initial two-year period.
Last year, Canada welcomed 54,000 immigrants to Quebec. The province has reduced its target to 50,000 immigrants by 2015, arguing it cannot move faster than society's ability to integrate new arrivals.
Before increasing the Canadian immigration level, the party proposed to double the resources at the Immigration Ministry. This would help implement new measures to facilitate the employment and integration of immigrants to Canadian life. The plan would cost $125 million on a $400-million price tag for all the proposed measures.
Among other proposals, the group wanted Quebec to have complete power over language to continue building a French-speaking nation and increase the number of Canadian migrants fluent in French.
