On December 9, 2011, a proposal on changes to improve the Private Sponsorship of Refugees (PSR) Program has been announced by Canadian Citizenship, Immigration and Multiculturalism Minister Jason Kenney.
According to Minister Kenney, the proposed changes would help to reduce backlogs, result in faster processing times and improve the efficiency of the PSR Program.
Private sponsors and organizations which have not signed formal agreements with Citizenship and Immigration Canada (CIC) such as Groups of Five (G5s) who are five or more Canadian citizens or permanent residents, or Community Sponsors (CSs) may submit applications sponsor refugees from abroad, under the Canada's Refugee Resettlement Program.
The regulatory proposal would require the sponsorship application form and the permanent resident application to be submitted at a same time to reduce delays in processing PSR applications. This change would define what constitutes a complete application as well as allow CIC to return incomplete applications.
A limitation on G5s and CSs to sponsoring applicants who are recognized as refugees by either the United Nations High Commissioner for Refugees or a State would also be applied via the regulatory amendment.
Currently, Canadian Visa officers review two or more G5 or CS applications for each one they accept. On the basis of eligibility, CIC still refused many of these applications because the majority of cases submitted by these private sponsors are not valid or credible refugee claims.
The volume and quality in the G5 and CS categories would be managed through the proposed changes. It is expected that the anticipated higher quality of applications received by CIC would also help to improve overall processing efficiency, increase the acceptance rate and reduce wait times.
"CIC currently lands more than double the number of privately sponsored refugees than in 2000", Minister Kenney added. "For the continued health of the program, we need to ensure that we respond to both the protection needs of refugees and the priorities of private sponsors across Canada".
