British Columbia (BC) Premier Christy Clark has suggested provincial governments should have more control over Canadian immigration policy and who is approved to live and work in the country.
The suggestion follows the government's announcement of greater allotments of the Provincial Nominee Program (PNP) next year to between 42,000 and 45,000 places nationally.
The Premier has expressed her disapproval of the cap on the number Canadian visas granted under the BC Provincial Nominee Program.
"So we have all these investors that want to come and create jobs in British Columbia and we say, 'No, sorry. You cannot come in'. To me, that is just not smart", Ms. Clark explained. The Premier recalls that she and other premiers asked the federal government in July to have the caps removed from the program.
The Premier has also discussed the role of government and provinces in Canadian immigration policy during an interview with The Vancouver Sun. "Immigration is one of the most important economic levers government has. The fact that responsibility and control for it resides almost solely in the hands of the central government doesn't work very well,"
"We [the provinces] are closer to the ground. We know the needs of the economy better and I think Canada will do a better job of shaping immigration policy if the provinces have a greater ability to impact that."
In response to the announcement of the Premier, a spokesperson for the Federal Minister of Citizenship, Immigration and Multiculturalism Jason Kenney, Candice Malcolm emphasized the success of the PNP in an emailed statement. According to the statement, the program allows provinces to play an active role in immigrant selection by authorizing them to nominate individuals who meet local labour-market demands. The number of individuals BC has been permitted to sponsor has increased by 500 percent since 2005, from less than 1,000 per year to 5,000 today.
