Quebec, Canada will continue to welcome record number of immigrants, Immigration Minister of Quebec Kathleen Weil indicated on November 1, 2011.
According to the Minister, Quebec will admit between 51,200 and 53,800 immigrants in 2012 despite the complaints from opponents of an increase in immigration. Opponents believe that Quebec should stop increasing immigration rates until the province can provide enough assistance to help new arrivals integrate into the French majority. However, Canadian employers have been urging the government to increase the number of immigrants so that there will be an adequate workforce once baby boomers start to retire.
In response to the opponents, Ms. Weil told reporters that accepting more people with a diversity of backgrounds, speaking different languages could give Quebec companies a competitive edge. It is estimated that about 18,900 immigrants to Quebec in 2012 could not speak French.
Ms. Weil also indicated that the government would not relent in its promotion of French and the integration of immigrants. It still plans to focus on people who already speak French before they arrive. Quebec will also make an effort to teach Canadian immigrants who cannot speak French while assisting them to get on well with the French community. The Minister has set a goal to have 65 percent of immigrants speaking French in Canada.
Under the Canada-Quebec Accord on Immigration, Quebec has established its own immigration requirements. The responsibility of Citizenship and Immigration Canada is to make the final decision on whether or not to grant the visa.
