The UK may lose international students to Australia after recent policy change which abolished the Post-Study Work Scheme and reduced international student work rights in the UK.
A survey conducted by the UK Council for International Student Affairs (UKCISA) of more than 5000 international students in October 2011 shows that the closure of the Post-Study Work Scheme from April 2012 has had the most significant impact on international student enrolments in the UK.
The scheme grants a year's work rights to international higher education graduates. Meanwhile, the Australian government has announced it will introduce a post study work scheme from 2013. These two opposite moves could make the number of international students coming to each country change significantly.
"With the announcement by Australia of its new post-study work scheme, it is quite possible that significant numbers will be attracted there instead," stated Professor Paul Webley, who chairs UKCISA's board of trustees.
Changes to the rules on working while studying, including the removal of work rights for most private college students and decreasing work rights for other students by a half to 10 hours a week, have been also damaging according to the survey. The changes apply to people applying for UK student visas from July this year, including students who wish to renew their visas to stay in the UK.
"Recruitment to many of those institutions [has been] decimated as students conclude that without part-time work, the cost of study in the UK is no longer affordable.
To date, some 30 colleges in the UK have closed with up to 5,000 students currently attempting to find places in other colleges or having to return home. It is feared this pattern may continue," Professor Webley indicated.
The report shows that there have been 11 changes to the UK immigration rules affecting international students in the UK during the past 30 months. Some of them are said to have had positive impacts on the speed and efficiency of the UK visa application process in comparison with the results of 2009 survey.
"About 60 per cent of students believe the UK welcomes well-qualified international students," it found.
