The number of employers planning to recruit migrant workers has gone up despite the UK's immigration cap, according to research of the Chartered Institute of Personnel and Development (CIPD).



The survey revealed that about 25 percent of organizations interviewed said that they would hire migrants in the next quarter. In the spring survey, there were 22 percent of organizations intending to recruit UK immigrants. The result was consistent with Office National for Statistics (ONS) data on the number of new immigrants to the UK.



The finding mentioned that six in ten employers said that they had to look aboard to find job-specific skills, especially for highly skilled workers in the UK. In addition, according to the survey, 34 percent of employers who were affected by the cap intended to recruit more EU workers to the UK, which are not limited by the cap, while there were only 23 per cent respondents wanting to up-skill their existing workforce.



CIPD public policy adviser Gerwyn Davies told that the UK had an ever more highly skilled economy, with new skilled jobs coming on stream while low skilled jobs are decreasing or being transferred to China and South Asia. The supply of highly skilled workers, therefore, could not meet the demand. The country needs foreign workers to fill the gap in areas such as engineering, IT, and even in the public sector where it has a shortage of doctors and nurses and other key positions.



Additionally, the research revealed employers would reduce their use of hiring foreign workers to UK under Tier 2 UK intra-company transfers (ICTs) due to the cap to workers earning more than £40,000. Only 23 percent of firms plan to use this method in the next quarter. On contrary, the UK Tier 1 General visa category for highly skilled non-EU workers is still favoured with 34 percent hiring staff through this route.



However, Mr.Davies added that although the Tier 1 General program for highly skilled workers had been severely restricted by the government, the Tier 1 Post-Study Work Visa UK is still opened until 2013. The real hurdle for employers, therefore, will come in next two years when Tier 1 Post-Study Work Visa is closed down and other UK Work Visas are reduced further.
