The UK Public Accounts Committee of the House of Commons has published a report to evaluate the management of the work routes of the Points Based System for Immigration.
The report was based on the evidence from the Home Office and the UK Border Agency.
Margaret Hodge, chairperson of the committee commented that the Points Based System, which was introduced to manage economic migration from non-EEA countries, worked better than the previous visa system. However, there would be some improvements required.
She added that the committee was concerned at the lack of control of foreign workers coming to UK via intra-company transfer system known as Tier 2 Visa ( Intra Company Transfer).
More than half of skilled workers enter the UK with specific job offers migrated in the UK via the intra-company transfer route, where checks were much more limited and the number of entrants was uncapped, the report said. Giving an example from the report, there were tens of thousands of IT workers immigrating to the UK via company transfer. This will cause more difficulties for UK residents to find jobs in IT areas.
The UK Border Agency could not make sure that these migrant workers whose UK Visas expired actually left the UK." It estimates that 181,000 such workers are staying on without permission – but it can not even verify the figures, and does not try to enforce the employer’s duty to ensure that the people they bring in leave when they are required to do so", said Margaret Hodge.
With an aim to stop lower skilled immigrants from outside Europe using this route, the government introduced a minimum salary of £40,000 to be eligible for UK visas.
