September 12, 2011, the United Kingdom's Migration Advisory Committee (MAC) submits its recommendations for revising the Shortage Occupation List which includes covering fewer employees and changinig some occupations.
The Shortage Occupation List contains the only jobs available to overseas workers from outside the European Economic Area under the Tier 2 visa category of the Points Based System which is subject to an annual limit of 20,700 visas.
In 2008, prior to the MAC's last recommendation on changing the list, more than one million employees were covered in it. In order to restrict foreign workers to a smaller proportion of occupations within the UK labour market, the MAC now recommends that the number of employees (not migrants) covered by the list be reduced to 190,000 or less than one percent of the UK labour force.
The MAC recommends the removal of 29 job titles from the list, including secondary school biology teachers; consultants in obstetrics and gynaecology; paediatric surgery; nuclear medicine and paediatric dentistry; veterinary surgeons; and tutti orchestral musicians.
A total of 33 additional job titles have been recommended and include consultants in emergency medicine; actuaries; specific roles within the visual effects and 2D/3D computer animation for film; television and the video games sectors; high integrity pipe welders; environmental scientists; and operations managers in the decommissioning areas of the nuclear industry and geochemists.
The MAC recommendations have specifically analysed which sectors of the UK labour market are affected by shortages in order to identify individual job titles rather than broader occupations.
Professor David Metcalf CBE, Chairman, MAC, says that despite the smaller proportion of occupations in the UK labour market on the revised list, migration volumes will only be affected partly by the recommendation since there is already a cap on migration under Tier 2 visa category.
"However, the list is more selective than before: it is targeted specifically on those job titles where there is currently a clear evidence of shortage," said Professor Metcalf, "We think it is vital that the government, employers and the training sector take concerted action to raise the skill levels of the UK workforce, especially in long-standing shortage occupation areas. This will reduce the UK's reliance on migrant workers in the long term and provide real benefits for the economy as a whole."
