California Senate passed legislation which will permit illegal college students in the state to receive limited financial aid administered by state colleges and universities.
Assembly Bill 130 (AB130) makes up one half of the legislation known collectively as the California Dream Act 2011. Although Former Republican Gov. Arnold Schwarzenegger rejected this legislation, Gov. Jerry Brown continued to make a campaign pledge to pass the bill.
The State Senate approved AB130 Thursday on a vote 26-11. The bill will head to the Governor's desk for approval. It will allow illegal US immigrant students to gain financial aid in California's higher education system. To get qualified, a student must :
- Attend a California high school for 3 or more years;
- Graduate from a California high school or receive the equivalent general education diploma (GED)
- Register or be currently enrolled in a California Community College, California State University, or a University of California;
- If the person is without a lawful US immigration status, the student must complete an affidavit with the public college or university stating that the student has filed a US application form to legalize his or her immigration status, or will file an application as soon as he or she is eligible to do so.
In addition, AB130 helps these students who have met the University Of California (UC), California State University (CSU) or California Community College requirements to earn scholarships from private sources.
The bill is a part of a years-long effort by Assemblyman Gil Cedillo who has introduced similar legislation each year since 2005. He stated that immigrant children should not be punished for faults of their parents who entered the US illegally.
