Illinois undocumented children may gain new access to a privately-funded college scholarship even if they are in the state illegally under a new legislation that passed the Senate on Wednesday with support from immigration-rights groups.
The Illinois Senate has advanced the state's bill which would provide more educational opportunities and aid to the state's residents, regardless of their US immigration status. The Illinois Dream Act, which passed 45-11 this Wednesday and now heads to the House of Representatives for consideration, would establish a state commission to dole out privately funded scholarships from the Illinois DREAM Fund to as many as 95,000 children of undocumented immigrants. No taxpayer dollars would be used.
The bill also gives students the ability to participate in pre-paid college tuition programs. Plus, it encourages high school guidance counselors to get regular training to better understand what opportunities are available for children of immigrants. Currently, to qualify for the savings program, students must already be employed and enrolled in college. The state would appoint commissioners to raise and distribute private funds for the scholarship.
Senate President John Cullerton (D-Chicago), who filed the bill, said the children of immigrants deserve equality because their parents chose to come to the U.S. He added that it would be unfair to penalize illegal immigrant children for their parents' actions and stated that the bill would lead to a brighter economic future by allowing more immigrant children to finish college, therefore, increase the state's attractiveness with more educated and skilled workers. Other supporters say it will help immigrants build better lives, but some senators object to tax money being used to administer a program that helps people who might be in the country illegally.
