New York City Mayor, Michael Bloomberg, wants Congress to consider his ideas about immigration reform during his visit to Washington on September 29, 2011.
Mayor Bloomberg delivered his keynote speech at the US Chamber of Commerce's Immigration and American Competitiveness Conference, citing that the US economy is still in trouble and that more of the same will not keep it from a double-dip recession.
Mayor Bloomberg encouraged both parties to have an open conversation about immigration reform based on economics and proceeded to explain four ideas that he believes should be the basis for a new bill that would strengthen the US economy and create more jobs.
Firstly, Mr. Bloomberg wants to expand the number of US Green Cards available to highly skilled immigrant workers, adding "These high-skill workers will not only help create thousands of jobs, they’ll also give us knowledge of foreign markets that will help U.S. businesses increase their exports."
Secondly, Mr. Bloomberg believes international students who graduate from US universities should be eligible to work in the US permanently.
"Foreign students who earn advanced degrees from a U.S. university in science, technology, engineering, or math – what has come to be called the ‘STEM’ fields – should be able to remain and work indefinitely after graduation."
Thirdly, Mr. Bloomberg proposes offering conditional visas to foreign entrepreneurs with financial backing. The current immigration system has no real path for foreign entrepreneurs and the US is losing capital and job opportunities as a result. According to Mr. Bloomberg, foreign entrepreneurs who successfully create jobs for Americans should be granted a Green Card to stay and grow their business in the US.
"Entrepreneurs are like engineering Ph.D.’s and computer scientists: You just can’t have enough of them, particularly when we have an enormous number of people unemployed in this country. People say, ‘Why bring more immigrants into this country when you have unemployed?’ Because that’s the solution to the unemployment problem in this country – more jobs being created by more businesses."
Finally, Mr. Bloomberg wants Congress to expand and streamline the nation's tools to attract foreign talent.Significantly, the Mayor has called for the elimination of the cap on H-1B visas to allow the market to determine the number of skilled workers required. The H-1B program is currently capped annually and the visas are often exhausted within days, often resulting in a long and unpredictable application process.
