A new Arizona legislation has banned state and local government agencies from accepting photo identity cards issued by foreign consulates as identification since it has become a cause of serious concern for immigrants. This will take effect from 20 July 2011, the Arizona Republic reported last Tuesday.
The law was part of a package of measures passed by the Legislature, aiming at consolidating US immigration system and curbing illegal immigration in the state. Although many such measures failed to win support, the ID card bill got approval this year. So, all local as well as state government bodies will no longer accept photo ID cards of US immigrants issued by foreign consulates.
The ID cards up till now have been the sole form of photo identification for individuals living in another country who don't have any local driver license or a passport when entering the U.S. More than 30 states accept the cards as a legitimate form of photo identification for citizens of other countries. However, Arizona state lawmakers have been trying to push for approval of this law because they say the ID cards are too easy to fraudulently obtain and give the false impression that all cardholders are living in the U.S. legally.
Private companies can still accept the cards as identification, allowing foreign citizens living in Arizona to use them to open bank accounts or set up utility services. But they cannot use them as ID if they are stopped by police or even to get a public library card.
Meanwhile, immigrant-advocacy groups worry the new law will leave some immigrants without a form of identification and further dissuade them from reporting crimes.
