A new report, "Shattered Families", shows that more than 5,000 children have been taken in to foster care because their parents have been deported from the U.S.

The Applied Research Center (ARC) conducted a study on the effect of immigration enforcement on the child welfare system. Speaking about current immigration policies, President Obama said that breaking up families was a problem. This acknowledgment is an important step in continued reform of federal immigration procedures regarding citizenship, visas, green cards and removal.

According to the report, there were over 46,000 parents of American-born children deported from the U.S in the first half of the fiscal year 2011. About 1,496 parents of American children received final removal orders in Los Angeles alone. The research projects that 15,000 children will be taken in to foster care in the next five years under the current United States Citizenship and Immigration Services (USCIS) policies.

ARC President Rinku Sen stated that U.S. immigration policy contributed to separating families. "Detaining and deporting parents shatters families and endangers the children left behind", he added.

Despite the government having recently suspended low priority deportations, the ARC report shows that removal proceedings are taking place at record levels. In the latest fiscal year, the U.S. deported nearly 400,000 individuals, with a similar number of detentions.

Responding to the report, The National Domestic Workers Alliance, together with more than 30 partner organizations, coordinated the "We Belong Together" campaign which collected more than 5,000 "Dear President Obama" and "Dear Congress" letters. These letters were written by young people directly affected by the deportations and on December 8, 2011 were hand-delivered to over 50 congressional offices with an aim to urge the government to stop deportation.
