There are more than 12 counties of Washington applying the 'Secure Communities' program, which uses fingerprint analysis to identify illegal immigrants in county jails.
Secure Communities is a Department of Homeland Security (DHS) program designed to identify immigrants in US jails who are deportable under US immigration law. Under Secure Communities, participating jails submit arrestees' fingerprints to both criminal databases and immigration databases. This will enable US Immigration and Customs Enforcement (ICE) to access information of individuals in jails.
According to Ms. Janet Napolitano, the Secretary of DHS, the program would become compulsory by 2013.
Franklin County Sheriff Richard Lathim said that some sheriffs from smaller counties of the state found the program useful. They considered it a simple, effective way to ensure that people coming to the US with criminal records are properly screened.
However, the program has received disagreement from the state's immigrant advocacy groups. The groups argued that the program would discourage US immigrants from reporting crimes. In many cases, it could result in deportation of migrants living in the US despite not being convicted of anything.
OneAmerica - Washington's largest immigrant advocacy group, together with US immigration right groups have released a statewide campaign named "Stop ICE's Insecure Communities" to prevent the state counties from activating Secure Communities.
