If you are not given a chance of interview and you do not attach the proof of English (IELTS/TOEFL) it’s most likely that your application will be rejected on the basis of English and returned to you without interview. Most of the visa cases refused on the basis of unsatisfied English proficiency. So it’s highly advisable that you take IELTS/TOEFL for your safe side.
If your all documents are completed and everything required is attached, chances of getting your passport with your visa are highest without even a call of interview from BHC. The applicants who have some minor flaws or some unexplained points in their application are called for an interview from BHC for explanation otherwise application is approved or rejected without an interview.
