If you need a visa you must apply for one before you travel to the that country. Even when you hold a visa you will still need to pass through immigration control when you arrive. But if you are holding a visa you will not be refused permission to enter unless there has been some change in your circumstances or you gave false information or did not disclose important facts when you obtained the visa.
Holders of visas may also be refused on medical grounds, if they have a criminal record, if they are subject to deportation order or if there are other exceptional reasons why they should not be admitted.
